From what I've heard, minimum security jails don't usually have manlove action going on, because people are there for a short sentences only, or have moved there out of good behaviour. Max security like Mt eden are open ground for manlove though, being full of people serving long sentences and usually housing hardened crims that don't give a shit about other people.
