I could be wrong but my recall is that they retconned that into the series. The original first series made explicit mention of the shipyards being on Earth. But kinda like the Klingon bumpy forehead the magic continuity wand was waved at some point.

As for the film, having just seen it I quite enjoyed it. Its plot doesn't bear close scrutiny and I have quite a few niggles about ship design, lighting placement & the like. But overall it does a lot of very nice nods to trek lore and tells an entertaining tale.
