Actually it's born out of a need for a word to refer to people who happen to have a particular skin colour. The rest of your post can be dismissed as different contexts. All I'm arguing is that there a number of contexts in which this word can be used to refer to people with out meaning to be derogatory (on behalf of the speaker) or offensive (on behalf of the listener).
